Thomas B. Lowman is the Chief Actuary at Bolton Partners, Inc. He has been a Fellow in the Society of Actuaries, an Enrolled Actuary, and a member of the American Academy of Actuaries since 1982. Tom is a nationally recognized expert in the design, funding, and administration of retirement and post retirement medical plans. He has written and spoken extensively on national retirement issues, including seminars on:
• DROP (Deferred Retirement Option Plan) Programs
• Cash Balance Plans
• GASB 45 & FAS 106
• Financial Economics

Tom has served as an actuarial consultant to cities & counties, private employers, multi-employer plans, and the Federal government. Tom has been the Chair of several Society of Actuaries Project Oversight Groups, including projects on alternatives to using 30-year Treasury securities to measure pension obligations and Cash Balance plans. He served a three-year elected term on the Society of Actuaries’ Pension Section Council and served as Chair of the Society of Actuaries’ Pension Section Research Committee. Tom has also been a member of the American Academy of Actuaries' Pension Committee and currently serves on the review committee for the Actuarial Standards Board.
Tom is a graduate of the University of Delaware.

Mark L. Lynne is the President of Bolton Partners Health & Welfare Consulting Division. Mark has over 25 years of group insurance and consulting experience. Prior to joining Bolton Partners, Inc., Mr. Lynne held senior positions at Herget/C&B Consulting Group, Blue Cross and Blue Shield of Maryland, and was vice president of sales and marketing at Preferred Health Network. He has been a recurring speaker at the International Foundation Conferences and has served as a Medicare Part D expert for public radio and TV shows.
Mark has particular expertise with the following types of assignments:
• Cost projections and risk evaluation of all types of health care products
• Evaluation of insurance carrier underwriting policies and funding arrangements
• Design and actuarial pricing of flexible benefit medical plan options
• Cost projections and formulation of long-term funding strategies for large multi-employer medical plans
• Analysis of managed care products and provider arrangements
• Analysis of retiree liabilities in connection with FAS 106, GASB 45 and SOP 92-6 valuations
Mark Lynne is a cum laude graduate, with a Bachelor of Arts in Economics, from Loyola University Maryland. He has continued his education by obtaining his designation as a Certified Employee Benefit Specialist (CEBS). Mark attained the designation of Fellow with the CEBS program in 1995 and is a past president of the Chesapeake Chapter of CEBS and has taught several CEBS courses at local universities.
